BC Seniors’ Guide to Home Care Funding: HAFI, CSIL & Private Care

Living independently is the priority for many seniors across Metro Vancouver, including Tri-City. However, understanding available government funding and support programs can feel overwhelming. This guide outlines key options such as the CSIL program, public home support, and home adaptation grants to help families make informed decisions.

1. Subsidized Home Support Through Fraser Health & Vancouver Coastal Health

In British Columbia, home support services may be partially subsidized through regional health authorities like Fraser Health and Vancouver Coastal Health.

Eligibility Requirements

  • Must be a BC resident with a valid CareCard

  • Require assistance with daily living because of a medical or health condition

  • Completion of a professional health assessment is required

Important to KnowPublic home support generally focuses on essential medical or personal care tasks, such as medication assistance or hygiene support. It often does not provide extended companionship, supervision, or ongoing dementia-related support.

2. CSIL – Choice in Supports for Independent Living

The CSIL program offers a more flexible approach for individuals who prefer greater control over their care arrangements. Instead of receiving caregivers directly from the health authority, approved participants receive funding to organize and manage their own care services.

Benefits

  • Flexibility to choose caregivers and schedules

  • Greater control over care planning and consistency

Considerations

  • Participants take on employer responsibilities, including hiring, payroll administration, and WCB obligations

Many families use CSIL funding alongside professional home care providers like BeWell Health and Senior Care to reduce administrative stress while still maintaining personalized and consistent care support.

3. HAFI – Home Adaptations for Independence

The HAFI program provides financial assistance to eligible low-income seniors and individuals with disabilities to improve home safety and accessibility.

Funding Available

  • Up to $20,000 in assistance

Examples of Eligible Modifications

  • Grab bars and handrails

  • Walk-in tubs or showers

  • Improved lighting and accessibility upgrades

Combining Public Funding With Private Support

For many families in the Lower Mainland, government-funded services cover core medical needs but may not fully address day-to-day quality of life. A balanced care plan often includes both public and private support.

A practical approach may include:

  1. Completing an assessment through Fraser Health or Vancouver Coastal Health

  2. Applying for HAFI funding to improve home safety

  3. Partnering with BeWell Health and Senior Care for companionship, transportation, meal preparation, respite care, and cognitive engagement support

Hospital-to-Home Transition Support

Families returning home after a hospital stay at facilities such as Vancouver General Hospital, St. Paul’s Hospital, or Royal Columbian Hospital often benefit from coordinated discharge planning and in-home support to help reduce the likelihood of readmission and ensure a smoother recovery at home.

BeWell Health and Senior Care works with families to support safe and comfortable transitions from hospital to home by creating personalized care plans tailored to each client’s needs.
